When attending a University (CSU) do you pay by the cl or do you pay by the credits that one takes?

Please explain to me how this process goes. I am really confuse. Do you pay for tuition and on top of that do you pay for your cles or is it all cover with tuition.. Like I said please explain it to me... thanks for the help.
