How does the WCE work out membership numbers, does anyone know?

The Big Q is probably more versed on this subject than me but as the Subiaco ground only holds about 42,000 spectators I heard somewhere where there was a waiting list of several thousand people waiting to become full members. These people couldn't be accepted because they couldn't be allocated seats at a home ground. Something along those lines anyway.
