Getting my TV which is NTSC (U.S.) to work in Turkey?

I bought an HCT video converter and it said it would convert it to make it work but when i plug it in the picture just rolls across the screen. The instructions say to adjust the vertical synchronization but i have no clue how to do this. i have a hitachi aspect tv and it has a magic focus but it doesn't fix the problem.
